NGO’s
as vendors of goods and services on the basis of
contract:
They are the market oriented, non-profit public
services. They are called the Public Service Contractors
(PSC). Here they have tie ups with the large funding
agencies like UN, International Banks or closer
to home the Department Of Social Welfare, Department
of Child and Women Development, Department Of Environment
Protection. These organisations work at different
levels of association. Some of these bodies play
the role of funding agency, where the goal
setting and the operative framework is developed
and executed by the NGO itself. For example, they
would decide that to prevent aids they would conduct
sex education classes in all the schools in Maharashtra
state and include classes from eighth to tenth and
the government would do the funding of these projects.
While in case of some other organisations, the goals
and the operative techniques are also decided
by these agencies and the NGO plays the role of
the executor as these organisations are geographically
well located or because they have already established
a rapport with the target area.

NGOs
driven by concern with values
On
the other hand, there are NGO’s driven more by concern
with values than with bottom lines and markets.
They are called the private voluntary organisation
(PVO). These organisations have their own self-developed
framework and goals. They generate their own funds
and finance. These organisations require employees
with immense motivation and drive to run the set-up
smoothly and successfully.
Though
today the trend is towards functioning as hybrids
of PSC’s and PVO’s, combining both strong market
skills and orientation with a clear social commitment.
Thus
these NGO’s tend to operate with minimum of filtration
of their services through government channels.

Definition:
NGO’s
can be defined as non-governmental organisations,
which are non-profit, public service contractors driven
more by concern with values than with bottom lines
and markets. Thus NGO’s are private in form but public
in purpose.
It
can also be defined as an independent, flexible,
democratic, secular, non-profit people's organization
working for and/or assisting in the empowerment
of economically and socially, marginalized groups.
